GCCIA EPC Projects worth 1.1 Billion USD:

1.       Phase I: Interconnection of the Northern Systems (Kuwait, Saudi Arabia, Bahrain and Qatar)

a.       A double-circuit 400 kV, 50 Hz line from AlZour (Kuwait) to Ghunan (Saudi Arabia) with an intermediate connection at Fadhili (Saudi Arabia) and associated substations.

b.       A back-to-back HVDC interconnection to the Saudi Arabia 380 kV, 60 Hz, system at Fadhili.

c.       A double circuit 400 kV comprising overhead lines and submarine link from Ghunan to Al Jasra (Bahrain) and associated substations.

d.       A double circuit 400 kV line from Ghunan to Salwa (Saudi Arabia) and associated substations.

e.       A double circuit 400 kV line from Salwa to Doha South (Qatar) and associated substations.

f.        A Control Centre located in Ghunan.

2.       Phase II: The internal interconnection of the Southern Systems (UAE and Oman) to form the UAE National Grid and the Oman Northern Grid.

3.       Phase III: Interconnection of the Northern and Southern Systems

a.       A double circuit 400 kV line from Salwa to Ghuwaifat (UAE) and associated substations.

b.       A double and a single circuit 220 kV line from Al Ouhah (UAE) to Al Wasset (Oman) and associated substations.

RESPONSIBILITIES

During Engineering & Procurement Phase:

§  Establish and ensure implementation of the HSE Management System on all phases (Engineering, Procurement, Construction, and Commissioning up to Mechanical Completion) of the project.

§  To establish Project HSE Plan including HSE Policy (based on Corporate HSE Policy) and continually improve it.

§  Assist and coordinate with the Project Manager and all personnel assigned to the project in establishing an overall Project HSE Management Plan based on Companies Management standards and Project requirements.

§  Advise on setting up the improvement guidelines for Project HSE Management System to project employees. Ensure improvements are implemented and results are feedback to the employees.

§  Establish Project internal HSE audit program & schedule and perform the Project HSE Audit within the project organization in cooperation with Corporate HSE Team.

§  Report the Project HSE Audit Results to Corporate HSE Team Leader and Project Manager.

§  Monitor Project HSE System activities such as Engineering HSE and Field HSE activities based on Companies Management system and Project requirements.

§  Coordinate with Engineering HSE Engineer and manage Construction HSE staff.

§  Coordinate and communicate with Client on Project HSE issues.

§  Produce and develop the Project HSE Training Plan. Ensure implementation of the plan. Ensure that training records are maintained.

§  Ensure that HSE is applied in line with the Project HSE Design Criteria to the Engineering, Procurement, Construction, Commissioning and Mechanical Completion phases of the Project.

§  Ensure that the Project meets international standards.

At Site during Construction, Commissioning and Mechanical Completion Phase:

§  Establish the HSE and security management plan for the sake of loss prevention of the site.

§  Plan for and perform the site HSE and security management programs.

§  Plan for and implement the site HSE & security training programs.

§  Check and improve the hazardous construction work conditions.

§  Manage occupational health, workers’ health examination.

§  Establish an emergency action plan in preparation of an accident occurrence in order to save the situation and restore the area after the situation is over.

§  Investigate the cause of accident, establish preventive countermeasure and report the result to home office and local governmental authorities concerned.

§  Establish the emergency response plan for major accidents and provide the training and the result report.

§  Ensure the timely planning and implementation of contextualized emergency responses, which are aligned with SARUF standards, policies, and global best practice.

§  Promote and support high-quality emergency needs assessments to inform response decisions and strategies.

§  Promote decisions and strategy development that are informed by analysis of humanitarian context.

§  Advise go, no-go response decisions, provide guidance and sign-off on response strategies.

§  Advise and support on securing funding opportunities, donor compliance, and donor engagement to execute response strategies.

§  Coordinate technical, operational, financial, and human resources to support response activities.

§  Lead on response evaluation, information sharing and knowledge management around emergency responses to promote learning within and across regions.

§  Deploy as needed to lead emergency responses e.g., for start-up, for large or particularly complex responses, or as a gap fill in ongoing responses.

§  Support deployed SARUF Emergency Country Directors and Team Leads, e.g., through sharing of contextual knowledge, coordination, information sharing with regional colleagues, facilitation of donor conversations, strategic guidance etc.& security inputs and support to emergency responses.

§  Support Emergency Response team led (ERT) responses as needed.

§  Collaboratively work with country programs to ensure smooth management and operational transition to country programs after response.

Worked as PMC HSE representative to deal with the construction, facility operation and maintenance of KAPSARC. The project cost is USD 135 million:

1.       King Abdullah Petroleum Studies and Research Centre (KAPSARC) - 530,000 square meter state of the art research facility that has research and office complex, a residential community that will accommodate around 1,000 residents and a utility zone to serve the community.

RESPONSIBILITIES

§  Advise, guide and support managers in the implementation of Health & Safety practices both on site and within the office environment.

§  Prepare and develop the overall project HSE Plan and effectively monitor adherence to HSE guidelines, policies, and procedures during the project lifecycle.

§  Review EPC Contractor’s and Sub-contractors’ HSE Plan and Environmental Management Plan and provide feedback and recommendation as necessary.

§  Ensure that the EPC Contractor, Sub-contractors, and other members of the project team observe HSE regulations, wear all required safety equipment, and report HSE violations.

§  Conduct daily and weekly HSE site inspections.

§  Attending and contributing to HSE meetings.

§  Prepare and maintain relevant HSE logs and documentation.

§  Prepare applicable HSE reports.

§  Ensure that appropriate Health and Safety training is delivered.

§  Monitor policies and procedures and report any areas where improvement is required.

§  Review HSE violations and monitor trends and provide advice to close HSE violations.

§  Analyze accidents and identify trends, vulnerabilities and liabilities that can be avoided by preventive techniques and procedures.

Worked in the side of main contractor to deal with the EPC projects of high-rise residential buildings. The project cost is USD 10.3 million.

Project handled:

1.       Construction of ESJ BUILDING (47M pesos)

This project is a single basement 7-storey building located in Brgy. San Antonio, Pasig. It has a total floor area of 8,000 sq. m. comprising of at least 80 units for residential lease.

2.       Fit-out works for HOTEL INTERCONTINENTAL MANILA (28M pesos)

The project comprises of total renovation of HIM including complete restoration of electromechanical works. HIM is a five-star hotel catering to both local and foreign clientele. It is a 14-storey building including rooftop restaurant and a one level basement.

RESPONSIBILITIES

§  Supports the Top Management in the HSE Policy and Guidelines issue.

§  Supports the Top Management in the Organization roles and responsibilities definition, for what concerns safety aspects.

§  Supports the Top Management in the HSE Management System standard issue.

§  Ensures, in accordance with the corporate guidelines, the implementation, updating, review and auditing of the Company HSE Systems.

§  Monitors the effective implementation of appropriate Safety and Environment System procedures and provide for their updating in line with changes in Legislation and Company Directives.

§  Provides for motivation and familiarization of all Company personnel respecting the importance of complying with Company system procedures and all Safety equipment provided.

§  Assists the Commercial, Engineering and Operations Department in their dealings with Clients in all issues concerned with Health and Safety at work.

Project handled:

1.       Malolos-Clark Railway Project

The project will support the construction of two sections, totaling 53.1 kilometers (km), of the North-South Commuter Railway (NSCR), a 163 km suburban railway network connecting the regional center of Clark in Central Luzon with Metro Manila and Calamba, Laguna. The Malolos-Clark Railway Project comprises: (i) Malolos-Clark section (51.2 km) from Malolos to Clark and Clark International Airport, and (ii) Blumentritt extension (1.9 km) connecting Solis and Blumentritt stations in Metro Manila District I (City of Manila)

RESPONSIBILITIES:

§  In-charge for planning, developing & implementing operational procedures based on OSHAS18001: 2007, ISO 14001:2004, client specification and guideline.

§  Acting as a single point of contact for monitoring & compliance with safety regulations.

§  Responsible for implementing safety programs & audits.

§  Reviewing & analyzing the root cause of unsafe Acts, equipment & conditions & providing adequate measures to counter them.

§  Planning & leading complex technical meetings & complex safety & follow up missions.

§  Effectively involved in planning, developing & implementing safety programs.

§  Managing projects, formulating & finalizing the publication of technical reports.
