Paul has a wealth of experience in the field, previously heading up Health, Safety and Environmental management for Hill International (middle east), Buro Happold, and The Crown Estate, and has worked on projects ranging from £100k to £3 billion+ in contract value, across infrastructure, marine engineering, renewable energy, mix-use and commercial, governmental, retail, land and estates management, and education sectors.

As a construction safety professional with over 20 years experience I have an extensive practical knowledge in delviering a wide consultancy services.
In additional to my Health & Safety qualificcation and experience I'm a Chartered Construction Manager and Certified Member of the Association for Project Safety. This gives me broader insight into construction practices and how Health & Safety challenges can be resolved by adapting construction mehtodologies.

Associate Principal Designer / CDM / H&S | 03.2020 - today | Various Projects – reporting to the PD Partner and acting as the senior Principal Designer, I’m responsible for CDM compliance and preparation of design co-ordination and compilation of Pre-Construction Information across a number of projects, including retail distributions centers, mixed-use developments, and commercial developments. I’m also responsible for the completion of fire safety designs, fire risk assessments, property statutory compliance services and assurance programmes, and associated building control designs across commercial and industrial sites. |
Senior Director | 08.2018 - 03.2020 | Dubai Harbour – I was responsible for all aspects of delivery for this mega-project, which included all marine works, dredging, land reclamation, quay wall and cruise terminal works, roads and bridges, all infrastructure networks and sub-stations, piers and marinas, public realm and promenade’s and service buildings. As the overall Project Director, I lead a team of Engineers, Designers, Quantity Surveyors, Cost Consultants, Auditors, Safety Engineers, Government Relations Officers, Traffic Designers, Architects, Construction Inspectors, and ten Main Contractors. My main duties included reviewing progress against published construction targets, reviewing cost control reports against the agreed budgets, reviewing all claims and variation orders with the cost consultants and project managers, ensuring that all procurement activities, Bill of Quantities, and proposals were reviewed against star rates to ensure cost effective project delivery, managing the overall project risk and issues register to eliminate / mitigate project risks, prepare and present regular reports to the Client Team, meet with Regulators to obtain all necessary building permits, environmental clearances, and permissions. |
H&S Director | 05.2013 - 08.2018 | Dubai Creek Harbour: I was responsible for the overall delivery of the marine works, including the preparation and letting of the marine works contractor, mobilization installation of the quay walls, marinas, dredging activities, relocation of TSE outfalls and creation of new marine channels. This involved daily co-ordination with the marine works contractor, marine consultant and interfacing contractors, and providing accurate programme and cost updates and reports to the Client organization.
I was also responsible for the overall logistics planning and management, this co-ordination with the infrastructure contractors, plot developers, and marine works contractor to ensure that all interfaces and clashes were identified and mitigated to prevent delays or damage to the works. On this, and all related logistics matters I would provide regular progress presentations and reports to the Programme Director and senior members of the client organization. This was a particularly difficult and challenging roles due to the size and complexity of the project, I initially developed the site logistics plan on the base of phased hand-over dates, and areas being completed (and open to the public) while construction continued on adjacent areas. The logistics plan and daily planning activities, also included facilitating access to areas for the infrastructure contractor, co-ordination of plot tie-ins, the phasing of works and access to allow the construction of two road crossings, all while preparing look ahead plans based on three monthly time segments. One particular area of focus was the maintenance and co-ordination of works within the ‘Creek Island’ zone, and specifically the marina basin, which involved the maintenance of construction access for five different contractors, providing access for the infrastructure contractor, and still allowing progress of the quay wall installations (marine works). This could only be achieved through detailed phasing of works, including detailed planning of each activity to ensure that sufficient time and access was provided to move large number of people through heavily congested areas, negotiating access dates and identifying opportunities for the expediting work fronts, design and plan heavy and super lift operations to reduce the need for large numbers of smaller items of plant and equipment. I also identified and managed the provision of an additional marine road running parallel to the quay wall to provide unobstructed access and allowing the progress of early works on adjacent plots, thus allowing the Client to expediate the launch of plot for construction.
I was also responsible for overall programme compliance, which involved the development and implementation of controls for the protection of health, safety, environment, quality, and security. I also had responsibility for overall risk management, the development and management of the programme risks committee, and processes, and development of the risk mitigation strategies. I acted in the role of deputy programme director, with accountability of site-based activities, including the completion of enabling works, and managing stakeholder / client requests.
While at Dubai Creek Harbour I successfully developed a range of strategies for the delivery of marine works packages, including the decommissioning of various deep lagoons, including development of the design principals, permitting and environmental parameters, procurement and delivery of the overall package to the client organization.
Muscat and Salalah Airports project: I was responsible for the development and implementation of the logistics and risk management strategies, including the logistics planning and management, interface management between 67 plots and 11 main contractors covering the 47sq km site, roads and underpasses, seven bridges, public realm, and wadi relocation programmes.
Within my risk management responsibilities, I developed and implemented a revised construction risk management programme based on the identification and mitigation of risk before they became issues; these risks included construction / programme delays, cost, quality, reputational / stakeholder, design, etc.
During my time on this complex and challenging project, I also developed a range of business management systems and process relating to compliance management, including the development and certification of environmental managements and statutory compliance programmes, which were externally certified to ISO 9001, ISO 14001 and OHSAS 18001.
Whilst at Hill International I also provided various short deployment support to projects including Turkey (Bosporus Bridge Three), and Kazakhstan (Astana Expo).
