Ray is an accomplished, successful, adaptable and highly versatile multi-disciplined Health & Safety Professional and Chartered Construction Manager who possess in escess of 10 years experience in: implementing the Construction Design Management (CDM) Regulations; Construction Project Management; Project Safety, Health, and Environmental (SHE) Management: Project Risk and Issues Management; Project Team Management; & Hard Services Facilities Management on multi-site environments within the Nuclear, Healthcare and Defence sectors.

Building and Civil's Services Contract's Manager for the United Kingdom Atomic Energy Authority (UKAEA) | 08.2005 - 10.2007 | As the Buildings and Civil's Services Contract's Manager for the United Kingdom Atomic Energy Authority (UKAEA) on their nuclear licensed site in Oxfordshire, I was also responsible for managing the site's Asbestos Register; acting as the sites Confined Spaces Adviser; the sites Streetworks Supervisor; and H & S adviser to the resident Hard Services FM Contractor with regards to all on-site H & S matters including reviews, audits and inspections. I was also responsible for the introduction and implementation of the CDM 2007 Regulations within Property Management and to the resident Hard Services FM Contractor. |
Construction Project Manager for the NHS | 10.2007 - 01.2013 | Whilst employed as a Construction Project Manager for the NHS, I was also the adviser to the Estates General Manager and the Estates Technical Services Department on all matters regarding H & S; CDM; CDM Co-ordination; and Asbestos Management (Including Asbestos Awareness training, Asbestos surveys and Asbestos removal by a Licensed Asbestos Removal Contractor (LARC)) across a 50 acre NHS Hospital site. My role also required me write the Scope of Works for the CDM Co-ordinator; Select and Appoint a CDM Co-ordinator; and to evaluate the H & S Section of a Contractor's Tender Submissions to carry out all Capital Works on the NHS site. During the delivery stage and 12 month Defects Period of a Capital Project I was the Organisations CDM and Health & Safety Adviser working closely with the Principal Contractor whilst interfacing with the End Users, Hospital staff and members of the public. |
Senior Construction Project Manager for Serco | 01.2013 - 09.2016 | As the Senior Construction Project Manager for Serco on a MOD (Dstl) site, and whilst delivering multi-million pound projects, I was the CDM Adviser, Asbestos Adviser, Confined Spaces Adviser, and H & S Adviser to the Project Team. My role also required me to evaluate the H & S Section of a Contractor's Tender Submissions to carry out all Capital Works on the MOD (Dstl) site. During the 'enabling' works / Pre-construction works stage of a Capital Project, I was responsible for the Management and Coordination of a Licensed Asbestos Removal Contractor (LARC) to undertake an R & D Survey; implement the recommendations within the LARC's Survey Report 'SFARP' and remove/encapsulate the known ACM's; once issued with the Certificate of Reoccupation the Asbestos Data Base was uodated and the information included in the Pre Construction Information (PCI) and issued with the Tender Packs. During the Transitional Period of the CDM 2015 Regulations (06/04/2015 - 01/10/2015) I was the focal point and primary conduit between the Client and the Principal Contractor with regards to the appointment of the Principal Designer for the remainder of the Construction Phase. |
Acceptance into Service (AiS) Manager for Aspire Defence Services Ltd | 09.2016 - 12.2018 | As the AiS Manager for Aspire Defence Services Limited, I was also the focal point for all H & S and CDM matters pertaining to the multi-million pound assets that were handed-over by the Principal Contractor and 'Accepted into Service' by the Defence Infrastructure Organisation (DIO) on behalf of the MOD. My responsibility ultimately focussed on the Health and Safety aspects that would affect the Operation, Maintenance, Long term Lifecycle Works of the asset with consideration for its Demolition at the end of its life. My role required me to engage fully with the Principal Contractor and their Supply Chain during the Pre-construction Phase; Construction Phase; Testing & Commissioning; Training (both End Users and Mainetnance Engineers); Handover; and for managing the 12 months Defects Period. |
