Mr John Sandford
Overview
I am a specialist in water hygiene, Legionella control, and scald risk management within complex building services environments. My expertise includes the practical application of the Health and Safety Executive’s Approved Code of Practice L8, HSG274 Parts 1–3, and NHS Estates HTM 04-01 Parts A–C relating to the control of waterborne pathogens.
I am a qualified and experienced Authorising Engineer (Water) and act as specialist AE (Water) for Legionella, Pseudomonas aeruginosa, and other waterborne pathogens across a wide range of sectors. These include NHS Trusts, PFI healthcare estates, rail franchises, county councils, universities, central government departments, and housing associations.
I have over 36 years’ practical and research experience in water treatment and Legionella control, with extensive expertise in the application of UK health and safety law in this field. I have completed the UKAS Assessors and Lead Assessors Course, enabling me to undertake external audits of health and safety management systems.
I have substantial experience in the completion and review of Legionella and water safety risk assessments in large acute hospital environments, including complex healthcare estates.
In 2001, I founded SMS Environmental Ltd, which has since grown to employ over 220 staff across four UK branches. In 2014, I led the company’s risk assessment division to become one of the few UK organisations to achieve UKAS accreditation to ISO/IEC 17020 (UKAS Accreditation No. 8563). I have also led the organisation to certification in ISO 9001 (Quality), ISO 14001 (Environmental Management), and ISO 45001 (Occupational Health and Safety Management Systems).
In 2020, I was elected to the Council of the Water Management Society (WMSoc) and sat on the WMSoc Membership Committee until the end of my elected term.
I am a Certified Water Technologist (CWT). My technical expertise spans all major areas of industrial and healthcare water treatment, including water pre-treatment, cooling water systems, steam boiler water treatment, closed systems, Legionella control, scald control, water regulations compliance, and swimming pool water treatment.
I also provide consultancy services under The Private Water Supplies (England) Regulations 2016, including risk assessment and water quality testing, alongside specialist training, sampling, and advisory services. The Legionella training programmes I deliver are City & Guilds Assured and qualify for Continuing Professional Development (CPD) points.
My research experience includes the design of a programme investigating the microbial quality of recovered rainwaterwithin building services systems. I have acted as a workplace supervisor for MSc research at Cranfield University and have undertaken extensive study into nitrate removal, as well as iron and manganese removal, from borehole and surface water supplies.
During 2010–2011, I sponsored and acted as Industrial Supervisor for a master’s degree research project that resulted in a paper published in SAGE Journals.
Recent projects include collaborative work with the University of Manchester, Division of Population Health, Health Services Research and Primary Care, examining the impact of SARS-CoV-2 on Legionella control and management within building water systems.
