The Health and Safety Manager will support Atlas on health & safety matters, working closely with specialists within Atlas covering energy, sustainability and fire safety, in managing KPIs for Health & Safety. Duties include production of risk assessments, advising service users on management of health & safety, auditing contractors, reviewing RAMS, issuing permits to work. The Health and Safety Manager will lead with the overall monitoring and management of health & safety services for Atlas BFWML, covering a range of sites, both acute and community based, across several locations. The post holder will be a skilled professional with experience in providing health & safety advice within an organisation of comparable size and complexity. The Health and Safety Manager will be the lead specialist responsible for developing and driving forward Atlas’s health and safety programmes. To act as the source of Health and Safety expert advice to Atlas and it’s teams. The post will be responsible for planning inspection and audit timetables for at least one year for their teams, in addition to acting as the subject matter expert across strategic level projects and activities, leading and the development and implementation of effective health and safety management systems, compliant with current standards and legislation. The Health and Safety Manager will ensure that Atlas is complying with Service and legislative standards by programmes of risk assessment and auditing. Where deficiencies are found to identify the appropriate means of correction and to ensure that the new controls are put in place by the local management team with a confident and self-motivated approach. The Health and Safety Manager will be a key advisor to the senior leadership team, leading the development and implementation of effective health and safety management systems, which are compliant with current standards and legislation.

A core part of the role is ensuring the company complies with all relevant UK legislation, such as:

• Health and Safety at Work etc. Act 1974
• CDM Regulations 2015 (Construction, Design and Management)
• Management of Health and Safety at Work Regulations
• Environmental and workplace welfare regulations
  They ensure documentation, processes, and site practices align with legal requirements.

2. Risk Assessments & Method Statements (RAMS)

• Prepare, review, and approve site‑specific risk assessments.
• Develop safe systems of work and method statements.
• Ensure operatives understand hazards and control measures.

3. Site Inspections & Audits

• Conduct regular site safety inspections, audits, and compliance checks.
• Identify unsafe acts, unsafe conditions, and improvement opportunities.
• Report findings and ensure corrective actions are implemented.

4. Accident & Incident Investigation

• Lead investigations into:
  • Accidents
  • Near misses
  • Hazardous observations
• Produce reports identifying root causes and preventative actions.
• Manage RIDDOR reporting where required.

5. Training & Competency

• Deliver or arrange:
  • Inductions
  • Toolbox talks
  • Task‑specific safety training
• Ensure workers have the correct competencies (CSCS cards, plant tickets, etc.).
• Promote continuous professional development in safety practices.

6. CDM Responsibilities

Depending on the project structure, they may liaise with:

• Principal Contractor
• Principal Designer
• Client They ensure proper communication, cooperation, and coordination between all parties.

7. Contractor & Supplier Management

• Assess the competence of subcontractors.
• Ensure contractors follow company safety procedures.
• Review contractor RAMS and insurance documentation.

8. Safety Culture & Behavioural Safety

• Promote positive safety behaviours across all levels.
• Drive cultural improvements (near‑miss reporting, open communication, shared learning).
• Implement behavioural safety programmes.

9. Emergency Preparedness

• Ensure plans for:
  • Fire safety
  • Rescue procedures (e.g., for work at height or confined spaces)
  • Spill response
  • First aid coverage
• Conduct drills where necessary.

10. Environmental & Welfare Oversight

Often integrated with H&S responsibilities:

• Waste management
• Pollution prevention
• Noise/vibration monitoring
• Welfare facilities compliance

11. Reporting & KPIs

• Prepare safety performance reports for senior management.
• Track KPIs such as:
  • Incident rates
  • Training compliance
  • Audit scores
  • Near‑miss trends

12. Design Risk Management (where applicable)

For certain roles, especially in design‑and‑build companies:

• Participate in design reviews.
• Highlight risks eliminated through design rather than site controls.
• Ensure designers comply with CDM duties.
